Formerly known as the Kuala Lumpur North East Expressway (KLNEE), the expressway was a prominent element in the Kuala Lumpur Road Master Plan as highlighted in the Japan International Corporation Agency (JICA) Transport Study which was carried out for the Dewan Bandaraya Kuala Lumpur (DBKL) in 1985. Earmarked by DBKL as one of the key links to complete the Kuala Lumpur Master Traffic Dispersal Plan, KESTURI had carried out a detailed study on the alignment spanning three years including an Environmental Impact Assessment and Public Opinion Survey. Both these studies and reports were approved before the Concession Agreement was signed with the Malaysian Government on 12th August 2004.

The Expressway was officially launched by the Works Minister, Yang Berhormat Dato Mohd Zin Mohamed. Designed to cater for 120,000 vehicles per day, the Expressway will offer an attractive alternative route for residents in the Klang Valley, especially for those travelling from east to west and vice versa and for those heading towards the city centre.
